30 years ago today, 1,462 voters said yes to the ward election system - again. Previously, council members were elected city-wide. Since then, they’ve been elected from their wards in an effort to improve representation from neighborhoods across the city. The process was lengthy, but it was local. Municipal governance rests with the community, and not the state legislature since Cape Girardeau is a constitutional home rule city.
