WIND CHILL & WINTER STORM WARNING IN EFFECT Dangerously cold wind chills expected. Plan on slippery road conditions. Patchy blowing snow could significantly reduce visibility. The hazardous conditions will impact commutes. The cold wind chills could cause frostbite on exposed skin in as little as 30 minutes. * If you must travel, be slow and cautious. Cold will pose a danger if your car becomes disabled. Pack blankets, water, and other items. * If you must be outdoors, frostbite can occur quickly. Cover and dress thoroughly. * Bring pets inside. * Protect against frozen pipes and find your water main now just in case pipe bursts in your home. City facilities closed at noon Thursday due to anticipated weather. The Friday trash and recycling routes will run today as long as weather allows.
